Representatives from the U.S., China, and Japan met on March 26 in an attempt to de-escalate the intensifying crisis in the East China Sea. Failure to come to a mutually accepted agreement could have led to deadly conflict involving militaries, endangering millions of civilians.</p> <p class="MsoNormal">Didn鈥檛 hear about this crisis on the news? That鈥檚 because, thankfully, it was a simulation. More than two dozen undergraduate and graduate students at 性视界传媒鈥檚<span>聽</span><a href="http://schar.gmu.edu/">Schar School of Policy and Government</a>聽participated as diplomats, policymakers, and military leaders during a realistic exercise led by national security experts.</p> <p class="MsoNormal">The real-time, seven-hour event presented high-pressure situations for immediate decision-making to avert drastic outcomes. Happily, participants were able to avoid escalating the crisis through diplomatic negotiations and deft military maneuvers.<span>聽</span></p> <p class="MsoNormal">The simulation, hosted by the<span>聽</span><a href="https://csps.gmu.edu/events-2/upcomingevents/">Center for Security Policy Studies</a><span>聽</span>(CSPS) and led by PhD candidate Lee Roberts, a U.S. Army Strategic Intelligence Officer and former CSPS fellow, was the first in-person crisis simulation in more than two years. He has served the security, intelligence, business and technology industries in various executive leadership capacities in public and private companies and in government. </span></span></span></p> <p><span><span><span>Peraton is one of the largest employers in the region according to the Washington Business Journal, with 6,180 employees in the Washington, D.C., metropolitan area, including more than 450 Mason alumni. The company is in the process of moving from Herndon to Reston.</span></span></span></p> <p><span><span><span>Shea led the corporate split of the Science Applications International Corporation into SAIC and Leidos in 2013. He is the former president and chief operating officer of Leidos. </span><span>He also led SAIC鈥檚 support to the national security community as president, intelligence, surveillance and reconnaissance, and as vice president and executive director of space and intelligence at Northrop Grumman TASC and technical director of PAR Government Systems Corporation. </span></span></span></p> <p><span><span><span>Shea was founder, president, chairman and CEO of the U.S. Geospatial Intelligence Foundation and founded the GEOINT Symposium, considered the world鈥檚 largest gathering of intelligence professionals. She joined PBS in 1983 as chief Washington correspondent for the <em>MacNeil/Lehrer NewsHour</em>, and from 1984 to 1990 she anchored PBS鈥 award-winning documentary series, 鈥淔rontline with Judy Woodruff.鈥 </span></span></span></span></span></p> <p><span><span><span><span><span>After moving to CNN in 1993, she served for 12 years as an anchor and senior correspondent, anchoring the weekday program, <em>Inside Politics</em>, among other duties. She returned to the <em>NewsHour</em> in 2007, and in 2013, she and the late Gwen Ifill were named the first two women to co-anchor a national news broadcast. After Ifill鈥檚 death, Woodruff was named sole anchor in 2018. From 2006 to 2013, she anchored a monthly program for Bloomberg Television, 鈥淐onversations with Judy Woodruff.鈥 </span></span></span></span></span></p> <p><span><span><span><span><span>In 2006,聽she was a visiting professor at聽Duke University's聽Terry Sanford School of Public Policy. Deep down, he did not think that we would respond and that he would pay a price. I think a lot of that contributed to what he鈥檚 doing now in Ukraine.鈥</span></span></span></span></span></span></p> <p><span><span><span><span><span><span>Panetta鈥檚 insights were among the many enlightening takes to come from <span><span>鈥淭he Directors' View: Russia & Ukraine,鈥 </span></span>Wednesday evening鈥檚 virtual program hosted by the </span></span></span><a href="https://haydencenter.gmu.edu/"><span><span><span>Michael V. Hayden Center for Intelligence, Policy and National Security</span></span></span></a><span><span><span> within the </span></span></span><a href="https://schar.gmu.edu/"><span><span><span>Schar School of Policy and Government</span></span></span></a><span class="MsoHyperlink"><span><span><span><span> at 性视界传媒</span></span></span></span></span><span><span><span>. Hayden</span></span></span></a><span><span><span> (USAF, Ret.), the founder of the Hayden Center and former head of the CIA and National Security Agency, in closely examining the conflict in Ukraine and the challenges it poses to the entire world.</span></span></span></span></span></span></p> <p><span><span><span><a href="https://haydencenter.gmu.edu/people/director/"><span><span><span>Larry Pfeiffer</span></span></span></a><span><span><span>, the director of the Hayden Center who previously served as CIA chief of staff and the director of the White House Situation Room, served as the moderator for the star-studded panel.</span></span></span></span></span></span></p> <p><span><span><span><span><span><span>Russia invaded Ukraine in late February, but has encountered far greater resistance than expected, while also dealing with numerous military setbacks and logistical problems.</span></span></span></span></span></span></p> <p><span><span><span><span><span><span>Putin has defended the invasion as Russia鈥檚 natural response to further potential NATO expansion, but the panelists dismissed such a notion.</span></span></span></span></span></span></p> <p><span><span><span><span><span><span>鈥淧utin just couldn鈥檛 stand to have a fledgling, but improving democracy鈥攃apitalists and that sort of thing鈥攔ight next door to Russia and visible to a lot of Russians,鈥 Clapper said.</span></span></span></span></span></span></p> <p><span><span><span><span><span><span>It鈥檚 unlikely, the panelists agreed, that Putin anticipated the galvanizing effect his decision would instead have on the NATO alliance, the strong U.S. response in terms of military aid to Ukraine and the immediate coalescing of the free world to create powerful sanctions that have begun throttling the Russian economy as punishment.</span></span></span></span></span></span></p> <p><span><span><span><span><span><span>鈥淲e want to go together,鈥 Hayden said.</span></span></span></span></span></span></p> <p><span><span><span><span><span><span>Morell, the former acting director of the CIA and deputy director now serving as a Distinguished Visiting Professor within the Schar School, called Putin鈥檚 decision to invade Ukraine 鈥渢he biggest strategic blunder a major power has made since Hitler invaded the Soviet Union during the Second World War.鈥</span></span></span></span></span></span></p> <p><span><span><span><span><span><span>Clapper attributed the 鈥渓ackluster performance of the vaunted Russian army鈥 thus far to underestimates of Ukrainian military prowess, its reliance on conscripts and poor logistics that require trains to deliver needed supplies.</span></span></span></span></span></span></p> <p><span><span><span><span><span><span>But the panelists worried what Putin might do when cornered. Red indicates more events; green, fewer events. Photo provided</figcaption></figure><p><span><span><span>The grant was awarded by the Department of Defense鈥檚 esteemed <a href="https://www.defense.gov/News/Releases/Release/Article/2944623/department-of-defense-awards-287m-in-grants-for-the-fy2021-minerva-research-ini/">Minerva Research Initiative</a>, a <span><span>joint program of the Office of Basic Research and the Office of Policy that supports social science research focused on expanding basic understanding of security. </span></span></span>This year鈥檚 17 university teams were selected from more than 220 proposals and will receive a total of $28.7 million in grants. </span></span></p> <p><span><span><span><span>鈥淧erhaps the most important and unique feature of our project is that we will use sophisticated big data models in computer and social sciences to specify the economic and cultural determinants,鈥 said Singh, the principal investigator of the grant.</span></span></span></span></p> <p><span><span><span><span>鈥淭his analysis will be important for showing how聽</span></span><span><span>cultural values and institutional priorities embedded in AI shape security鈥攁nd insecurity鈥攊n the 21st聽century.鈥</span></span></span></span></p> <p><span><span><span><span>The final products from the grant will include forecasting models for AI infrastructures for different national and global contexts, enriched with field research and reports. </span></span></span></span></p> <p><span><span><span><span>鈥淭his prestigious award recognizes the kind of transformative and multidisciplinary research for which Mason and the Schar School are known,鈥 said </span></span><a href="https://schar.gmu.edu/profiles/mrozell"><span>Mark J. Rozell</span></a><span><span>, dean of the Schar School. 鈥淧rofessor Singh's research cuts across academic boundaries to engage the insights of different disciplines in understanding complex public policy issues. His work speaks to not only academic researchers, but opinion leaders and policymakers as well.鈥</span></span></span></span></p> <p><span><span><span><span>Singh has assembled a transdisciplinary team of veteran researchers from several academic fields to contribute to the project.
